The Committee will continue to monitor the SEC's implementation of the JOBS Act and Dodd-Frank Act. Specifically, the Committee will focus on bringing transparency to the federal government's increased role in health care markets, with a focus on determining the impact of policies on consumer choice and insurance premiums. The jurisdiction of the House Committee on Oversight and Reform is specified in Rule X, Clause 1 of the House Rules and Manual. Comer was elected to serve as Kentucky’s Commissioner of Agriculture in 2011, and inherited growing problems at the Kentucky Department of Agriculture. He immediately set out to work in a bipartisan way to clean up scandal, restore confidence, and crack down on waste, fraud, and abuse at the agency.
